tav set up question

Anyone know if a driven clutch can be tuned? I've noticed it has numbers from one to three, it's on threee now but it seems to want to open up a little early. Can it be set to open at a higher rpm, or should i leave it the way it is?
also what is the correct belt tension to set, the tav i have does not have the backing plate, its set up using a jack shaft.
