It may be a little on the expensive side if it's just for show, but I would try checking Summit or Jeg's for a jr dragster chute.

I actually want to "drop the laundry" when I race the bar stool. I did find a jr dragster chute for $125. have to finish the stool first .

Try Stroud Safety or Simpson Both places have actual working chutes for the JR Dragsters

Sounds a bit risky to me! If that chute has anything more than a slight negative effect on the forward motion ,you may be over the handle bars!!BUT gotta say would look very cool if you can control it as the chute pops!,,,,,,yeeeeehaaa!
