i have a very tight budget so i am planning on using a lawnmower type wheel for my front wheel. is this going to be a problem, do i need hubs with bearings or will metal axels against the metal sleve of the wheel be ok?

Just remember you will be sitting 3 feet in the air on these things so be careful where you cut corners. Go buy some cheap wheels off harbor freight with bearings built in them

The only thing with Harbor frieght wheels are the tubes you will need heavier ply

This tire has a 300lb capacity for 9 bucks... seems like it would work fine.

Wheels are great even the gold one they have all I ever have had trouble with is the tubes It appears the seams are weak so that is why i replyed the wheels i use on everything in the shop and barn

I see where you have posted multiple messages in reference to your project for school. Let me make a suggestion which will help you tremendously and save you a lot of money.

Look around your neighborhood, city, etc. and find a used go-kart somewhere. Chances are you can buy it pretty cheap especially if by chance it isn't running as compared to buying all the parts you'll need. This old go-kart will have most of the parts you'll need to build a BSR including the front end, drive train, rear end, brakes, tires, etc. You might even get lucky and get an engine you can rebuild on the cheap. You may have to do a little clean up on the parts but hey... it's cheap!
